Abdulmoneam Morad, brother of Attorney Abdullah Morad, has thirty years' experience as a public servant, businessman and real estate developer in Jeddah and the Middle East. He has a well-earned reputation for his business skills, and for his honesty, integrity, respect and fairness. Mr. Morad has demonstrated an enviable level of social responsibility and commitment to his home city of Jeddah, its citizens and their future, one that positions him well to oversee and help guide Jeddah over the next decades during what is sure to be a period of unprecedented growth and development.
Service as a Member of the Council of Jeddah Province
In 2006 the Governor of the Mecca region recommended to the Saudi Minister of the Interior that Mr. Morad be appointed to serve as a member of the first Council of Jeddah Province (Jeddah Council). The Minister of the Interior then favorably reported on Mr. Morad’s candidacy to the Cabinet of His Royal Highness, King Abdullah bin Abdulaziz, where it was approved.
Following his appointment Mr. Morad served as a member of the Jeddah Council from 2006 to 2009, when he was reappointed to a second term that lasted from 2009 to 2013. During his eight years of service, the Jeddah Council consisted of thirty-five members, thirty chosen from the regional leadership of the Kingdom’s various Government Ministries and five, such as Mr. Morad, who were appointed.
As a member of the Jeddah Council’s Development and Services, Economic Development and Health Committees, Mr. Morad played a pivotal role in advising the Governor of Jeddah Province on matters of importance to the city and citizens of Jeddah, including the planning and implementation of steps necessary to expand Jeddah’s role as the regional and economic hub and gateway to the holy cities of Mecca and Medina. That process, now underway, involves infrastructure, transportation and housing initiatives unprecedented in scope and size that are expected to continue for many years to come.
Despite a request that he do so, in late 2013 Mr. Morad declined to serve a third term as a member of the Jeddah Council, preferring instead to focus his energies on business and real estate development opportunities in Jeddah, the Kingdom and the Middle East.
Service as a Member and Committee Leader of the Jeddah Chamber of Commerce and Industries
Complementing his service on the Jeddah Council and his commitment to the transformation of the city, since 2003 Mr. Morad has also rendered valuable counsel and assistance to and played a leadership role as a member of the Jeddah Chamber of Commerce and Industries (Jeddah Chamber). The Jeddah Chamber is the city’s leading business organization, comprising members of the real estate, banking, commercial, industrial and tourism sectors, and is devoted to promoting business growth and influencing government policy, both in Jeddah and beyond, through its affiliation with the Council of Saudi Chambers in Riyadh (Saudi Chambers Council).
Mr. Morad served as a member of the Jeddah Chamber’s Consultancy Council, as well as its Housing, Urban Development, Real Estate and Information Technology Committees, with a particular focus on the Housing Committee, of which he was Vice President and the Urban Development Committee, of which he was elected Chairman. In these roles he had significant interaction with the Governor of Jeddah Province, the Mayor of Jeddah and the leadership of certain of the Kingdom’s ministries, including the Ministry of Commerce, the Ministry of Municipalities and Rural Affairs and the Ministry of Housing.
During his tenure as Chairman of the Urban Development Committee it submitted policy statements and draft legislation recommending important real estate initiatives that later became law. To the Saudi Arabian Monterey Agency the Urban Development Committee drafted and urged support for the implementation of broad based real estate finance laws, including revised procedures and policies for home mortgages that are expected to transform home financing in the Kingdom. These initiatives were approved by the Saudi House of Ministers and became law in 2012.
Service as a Member and committee Leader of the Saudi Chambers Council
Mr. Morad has also been an active member of the Saudi Chambers Council in Riyadh, where he has served on a number of international business councils, including the American, French and Czech Business Councils, as well as the Singapore Business Council, of which he is a former Vice President. Mr. Morad remains today a valued member of both the Jeddah Chamber and the Saudi Chambers Council.
Throughout his years of service in Jeddah and the Kingdom at large Mr. Morad developed close relationships with many business and government leaders, including the chief executive officers of Jeddah Metro and JDURC, the Jeddah Development and Urban Regeneration Company, as well as with the leadership of the Saudi Electricity Company, the Saudi Arabian Mining Company, the Saudi Industrial Property Authority (MODON), King Abdullah Economic City and a number of Saudi government Ministries, including Water and Electricity, among others.
Real Estate and Investment Business Experience
Mr. Morad’s accomplishments in business are extensive. For over thirty years he has successfully engaged in real estate investment and development in Saudi Arabia and beyond. Mr. Morad and affiliates are currently actively seeking other investment opportunities, including those in alternative and atomic energy.
In addition to numerous smaller developments, Mr. Morad has been a principal in the following projects:
(1) A housing development begun in 2003 of an 87-acre parcel of land in Jeddah, with a full infrastructure network, including roads and sidewalks, electricity, water, drainage and sewage, telephone, street lighting and landscaping. The current phase of this development is 80 units of middle-income housing. Earlier phases consisting of 430 units of housing were completely sold in a twelve-month period.
(2) A development of a 160-acre parcel of land in Abha, Saudi Arabia, begun in 2006 and completed and delivered in 2010, that was complicated by land ownership issues and carried out under Saudi court and governmental supervision, with a final project market value of $120 million (U.S.).
(3) “Jeddah View”, a five building 103-unit apartment development begun in 2012. Jeddah View is specifically designed to provide a modern, luxury lifestyle and take advantage of its proximity to the new Al Haramain high-speed rail project linking Jeddah and the holy cities of Mecca and Medina. Jeddah View includes parking, a playground and extensive landscaping. This development is part of the development team’s contribution to the Nakhail 2 District to fulfill its corporate commitment to social responsibility, undertaken under the auspices of and supervised by the offices of Jeddah Municipality. The estimated market value of this project is $32 million (U.S.).
(4) “Deyar Al Noor”, begun in November 2014, is a phased 124-unit luxury townhouse development in Medina city. Each townhouse is approximately 4,950 square feet in size. The estimated market value of this project upon completion is $123 million (U.S.).

Mr. Morad, holds a Master of Science degree in Management Information Systems from Seattle Pacific University, Seattle, Washington and a Bachelor of Science degree, with a double major in Computer Information Systems and Management Science, from Central Washington State University, Ellensburg, Washington.

Abdullah Murad
Managing Director
Abdullah Murad is a founding partner of the Fallata and Murad Law Firm, with offices in Jeddah and Medina, Saudi Arabia. For more than two decades he has provided a wide range of financial, corporate, commercial and dispute resolution related legal services to Saudi and international clients. Mr. Murad is well versed in Sharia law and has extensive litigation experience. He regularly represents businesses and individuals in Saudi courts and before the Board of Grievances.
Drawing on nearly ten years service as chief legal counsel to the Kingdom’s leading private wealth management and real estate development companies, Mr. Murad advises corporations and businesses on a variety of issues relating to commercial law including tax matters. He also has broad experience in public and private contracting throughout the Kingdom, in particular in Jeddah, Mecca and Medina.
Mr. Murad has served in the Jeddah Chamber of Commerce and has acted as legal consultant to many of the Kingdom’s governmental bodies, including the Jeddah Development and Urban Company (JDURC), the leadership of Jeddah Metro Company, the Civil Aviation Authority, the International Airports Project (IAP) in Jeddah and the Jeddah Chamber of Commerce.
His experience in dispute resolution, both on behalf of his clients and as a neutral, runs deep. For twelve years he has been approved as an arbitrator by the Kingdom’s Ministry of Justice, managing and resolving disputes in a wide variety of sectors including construction and real estate development. He is a member of the Institute of Commercial Arbitration in Bahrain and the Conciliation and Arbitration and Commercial Experience Center of the Franco Arab Chamber of Commerce in Paris. He is also a Fellow of the American Bar Association.
International Airports Project
Following graduation from King Abdulaziz University Mr. Murad worked as a legal researcher on the International Airports Project in Jeddah, assisting senior lawyers in advising on issues related to Saudi administrative, labor, civil aviation and procurement law.
Tulane Law School and White and Case
Mr. Murad was sent by the International Airports Project to Tulane Law School and after receiving his LLM returned home to Jeddah and worked for two years as an associate at the international law firm of White and Case, where he was involved in a broad array of litigation and transactional matters, including assisting senior attorneys in drafting banking and corporate documents such as credit facilities, private placement memoranda, stock offerings, Islamic mortgage agreements (Rahn), sales and purchase agreements, joint venture agreements and other Shariah compliant Islamic finance agreements.
SEDCO
After forming Fallata and Murad in 1999, and while a partner in that firm, Mr. Murad was honored to serve for eight years as Vice President in charge of legal affairs and Corporate Secretary of the Saudi Economic Development Company (SEDCO), answering directly to SEDCO’s top tier management and Board of Directors. Responsibilities included advising on and overseeing a wide range of legal matters, including litigation and alternative dispute resolution, and reviewing and drafting Islamic and non-Islamic instruments and contracts, in particular those relating to real estate development and SEDCO’s investments in both the Saudi and global markets.
Dar Al-Arkan
Following that engagement, and while still a partner at Fallata and Murad, Mr. Murad accepted the invitation to serve as General Legal Counsel for Dar Al-Arkan, a leading Saudi Arabian real estate development company trading on the Saudi stock exchange. In that role he was responsible for overall management of company legal affairs, reporting directly to the Chief Executive Officer and Board of Directors and advising on a wide range of matters including compliance issues and procedures and contractual, commercial and financial matters. Mr. Murad also represented Dar Al-Arkan in court and arbitration proceedings and coordinated and managed relations with outside law firms.
Current Focus
Since leaving Dar Al-Arkan in 2012, Mr. Murad has focused his energies on expanding the firm of Fallata and Murad and its client base, adding new attorneys in Jeddah and managing the office in Medina. He continues to advise the firm’s private and public clients on a wide variety of issues, drawing heavily on his engagements at JDURC, SEDCO and Dar Al-Arkan, the work he performed and the relationships he forged.
Going forward, Mr. Murad and his firm are committed to providing Saudi and international clients with the highest level of legal services to maximize opportunities during this time of the Kingdom’s unprecedented growth.

Mr. Murad holds a Bachelor of Law degree in Islamic & Civil Law from King Abdulaziz University in Jeddah and a Master of Law degree in International Trade and Finance from Tulane Law School in New Orleans, Louisiana.

Albert Farrah is the managing partner of the Farrah and Farrah Law Firm in Boston, Massachusetts. He attended Suffolk University Law School, the University of Massachusetts and Phillips Academy, Andover, MA. Mr. Farrah has represented numerous businesses and developers in their contacts with municipalities and governmental agencies in a wide range of matters, including zoning, environmental and municipal litigation. He holds a Martindale AV rating and has been listed in Who’s Who of American Law and the Martindale Listing of Preeminent Lawyers.
For over 25 years, Mr. Farrah has represented various Greater Boston Islamic organizations, including the Islamic Society of Boston, the Islamic Society of Boston Cultural Center and MAS Boston, Inc. He successfully oversaw both construction related issues and civil litigation that developed in connection with the building of Boston’s 50,000 square foot Islamic Society of Boston Cultural Center that opened 2008.
For more than a decade Mr. Farrah has advised and represented Saudi citizens and businesses on a wide range of matters, including the developer of the International Medical Center in Jeddah, Saudi Arabia against claims by its Boston-based architect. He has a deep interest in Saudi Arabia, its people, development and future.
